I'm in the middle of rebuilding my carbs and what a mess. Its like somebody poured rubber cement in them the lacquer is that bad. I couldn't even turn the throttles by hand so I began to disassemble the throttle shaft assembly on the #4 carb. Sure enough the laquered fuel and some green material oozed out.
The funny thing is that the float bowls are pretty clean it was the carb bore that was very lacquered with a yellow film. I've seen them when the are completely lacquered but nothing like this.
I got a Q-tip and some solvent and began to carefully clean out the inner cavity that hold the shaft. One thing that perplex me was the felt washer on the ends. What is that for to hold oil? Sealing?
Any tips on this assembly? I'm already in trouble because in my zeal to take it apart I forgot to note the spring tension and angle. So I got some jaw boning to do.
Other than that the carb is cleaning up nicely

carburetor a really good cleaning by dunking them in a bath of
carb cleaner solvent.
Here in Norway we have a some great stuff, after bathing carbs
looks like new and smell vanilla.

I see to recall an article on this forum that I read awhile back that mentioned this felt washer and how hard it was to get and something about being careful NOT to soak the whole carb body. But I haven't been able to find the article again.
I seem to recall from my British auto days that felt washers are used to hold oil to lubricate a shaft. Since they are spongy in nature.
