As was said, there's usually not too much resistance on these. Much less than a normal circlip, for instance. A standard pick or screwdriver usually takes care of them pretty easy.

Yes, I was able to pull it out, finally, although it put up a fight and got a little bent out of shape. It was buried deep in there though. That was the left fork, which was leaking profusely past the seal and had the entire top of the dust seal gone. I got that one out and have ordered two new clips, oil and dust seals. I haven't pulled the other fork yet, which appears to have everything in place, so hopefully that will go easier.

Everybody says parts for this bike are hard to find, but I haven't really had any problems. The only thing I have found to be kind of problematic is the gasket set for this bike. There are two full sets on Ebay from England for about $150, but that's about it.
