Trouble with installing All-Balls steering kit in my 1975 GL1000
I am doing a frame-off restomod on a 1975 GL1000, and I am converting from the ball-bearings to tapered-bearings with the All-Balls 22-2011 kit.
Can anyone tell me if the upper bearing race is supposed to sit so high? It looks like it has seated in the bottom, but it still sits 2.5mm above the stem.

That's how my '76 looked. No issues for me.

I'll second second that. I had the same question a few years back, turned out to not be an issue.
I found the end of the internet

Re: Trouble with installing All-Balls steering kit in my 1975 GL1000
I bought the same Kit this past summer for my '75, but haven't installed it yet.
Thanks for posting the detail photos depicting the upper bearing cup's protrusion, that I'd previously read about elsewhere.
Now, I have to remember which dimensional thickness, of the Kit's 2 spacer washers, is recommended to be installed onto the steering stem, before the lower bearing cone is pressed on.
I believe I'd find all installation process information here:

Re: Trouble with installing All-Balls steering kit in my 1975 GL1000
Is this endemic for a '75-'76? That is, are ball bearings only in '75 and '76? My '77 had tapered bearings already. I replaced them with new ones from Honda. The Honda race did not extend DMA251 shows.

Re: Trouble with installing All-Balls steering kit in my 1975 GL1000
According to my manual, 75-77 had loose balls, but I was told some late 77 models had tapered roller bearing. I can't document that.

Re: Trouble with installing All-Balls steering kit in my 1975 GL1000
My 77 has tapered rollers, build date dec. '76, but earlier production had balls. not sure when they changed.
