Hi Matt
..remove fuel line from fuel pump (right side of bike)
..walk to the other side of bike
..pull fuel line (including filter and the piece of fuel line you just detached from fuel pump) 'through' the bike and pull out at left side of bike
..you now have the filter 'outside' the frame and you can easily
replace it
..re-mount fuel line to fuel pump

EDIT: sorry; didn't see Q's post.

The fuel filter bracket is held in place with a 10mm bolt. I use a screwdriver handle with a socket. A 6" or so extension will reach it also.

Related note:
When my bike was losing power..I first looked at the filter...and yep..plugged. I couldn't find a stock sized replacement..so Auto Zone had a much smaller one..resorvoir about 1/5 size.
I did the Dyna conversion.
The bike ran much better but it would have a flat spot at 3500..to 5000..then just great.
I was going to strat looking at retiming..carbs. I repaced the small filter with the correct size..and

OH MY..!! Absolutely excellent now.. I think it would fuel starve..and work well after the gravity feed could supply enough to the pump.

USE THE CORRECT FILTER..sometimes it's the little stuff..
..oh no..he's not here..he's out riding...again...
