I was hoping to say "DONE!" ran it around the neighbourhood and noticed some quirks: the engine will idle, but occasionally surge, also when I drove around. Occasionally the turn signal buzzer will buzz for no apparent reason. When it does the temp gauge quivers. Is this the 7 volt thing? (fortunately one of our neighbors has an electric fence for their german shepherd). When I use the rear brake, the brake lamp on the instrument panel light as well so I am not sure it is supposed to (my 78 does not have that feature).
Otherwise it works!!!!!

I seem to recall the brake light on the dash comes on if the brake light in the rear is burned out. (but memory is not what it used to be)

On my '76 the rear brake light on the dash does come on every time the rear brake light on the back comes on. So that's functioning correctly. (It may STAY on if the back light is burned out, but I'm not sure.)
I seem to recall the 7 volt thing usually affects the temperature gauge and the fuel gauge, as they both run off the 7. Blinkers are a sperate circuit I thought.
That said, electricity is magic as far as I'm concerned, so the 7 volt system may be worth checking.

Sticking my neck out if you've already tried this...adjust pilot screws 3 full turns out from lightly seated.
Adjust the engine curb idle speed where you want it to be if the richer pilot screw setting changes it appreciably.
Done

I have not adjusted the idle pilot screws since I redid the carbs (a couple of years back). So I cannot recall how many turns they had. I will try that. When I first got the bike it would idle really wonky. So I rebuilt the carbs, the floats were so out of adjustment it was a wonder it ran at all. The pilot screws were all the way in, because basically the carbs were flooding all the time.

I took it out again yesterday. I think the buzz I heard is a timing belt tensioner bearing.
Still not running right. even when warmed up it accelerates like it is starving, then the idle will go up to 3000 rpm.
to back up, when I got it the idle would run up. Then finally it was flooding and so forth. So several years back I took off the carbs. Floats were all out of wack, idle pilot screws were all the way tight, and someone had used an oversized screw putting a bowl back on.
so I put all new randakk o-rings in, set the floats, and cleaned everything. I cannot recall if I changed the little valve and screen that lets gas into the bowl, but I think I did.
What I do not know is if the PO mess up put the jets back incorrectly or changed them. Or for that matter where else to look.
Right now it looks like the carbs come back out

I am going to wrap up this thread as a restoration.
Here is a link to the original thread that shows nearly all the restoration work.
I am starting thread in the tech section about the gremlins still left

Congratulations on Bike of the Month.
I just spent about 30 minutes reading (actually rereading) about your LTD build. Nice work - and real stamina in pushing it through.
