Getting her back together. You can see the wet spot on the floor... my carb(s) are flooding and leaking gas from the header/muffler joints. Looks like I'll have to pull them again and check the needles/seats.

Fuel petcock is off... but it might be leaking. I will swap out the petcock from my old tank and see if that helps.
Good call on checking the oil. I need to change all the fluids anyway... she sat for the last couple of years.

A little update:
Yes, the petcock leaks in the "off" position, flooding the carbs. I'll swap that out with the old petcock, or rebuild it.
In other developments, I got her running really nice... until I shut the bike off, then it would not start again.
Troubleshooting:
Brand new battery was charging up to 15V!!! This indicates a weak connection or short somewhere if the regulator wanted to overcharge.
With the key "on" the lights all came on. Switched to "run"... continuity checked out. Pressing "start" caused the light to dim and the solenoid clicked with a solid "thunk"... but no sound at all from the starter. I shorted the top of the solenoid and still nothing. Pulled the plugs... not flooded (not hydrolocked). I jumped straight from the battery+ to the starter lug... nothing. So at this point I was pretty sure it was the starter.
I followed the tutorial at GoldWingDocs to remove and clean the starter:

Make sure it's on the side/kickstand so the starter chain/sprocket doesn't fall into the bottom of the engine. I also had to remove the left header, gear shifter lever, and the left/rear header stud. Starter came right out.... full of carbon crud as expected. Cleaned it up with the exception that I could not get my armature out... mine has extra wires in the housing that connect the different windings, soldered in without enough slack to push them aside. So I filled it up with rubbing alcohol and sloshed it around for awhile. The rest of it cleaned up nice. I bench tested it and it spun right up!
Back in the bike and she started up at the touch of the button!!!! YAY!!!
Also discovered the left header doesn't have the exhaust crush gasket "donuts" in it. Damn. Luckily, Autozone carries them for ~$3 each. FelPro part# 60567... same as the old 80's Datsun/Nissan 4-cyl cars.
Next: the rear brakes are seized up. Front ones were easy to pop off and clean and work great now. They just had a ring of crud under the boots. But the back one... Do I have to pull the wheel off again? I hope not. Hopefully I can just squeeze out the piston most of the way, polish it with emery cloth, then C-clamp it back in. I'll bleed them with new DOT-3 and hopefully that's it.
I still have to balance the carbs using my DIY manometer... just some inter-connected airline tubing filled with water:

National Cyle F-16. It looks good, but could use some handlebar mounts to help stabilize it.. it tends to flop back against the speedo/tach housing and wobble in the wind at high speed. I stuck a chunk of foam in there to keep it propped up for now.

Rode around a bit. Brakes are a bit spongy so I'll have to bleed them again. But I'm excited to be on the road again.
