I'm guessing some sort of compression release also.

After doing some more research, in a Wikipedia article I found a straight on photo of this JAP Engine, installed in a 1934 Morgan. The wooden plug was removed. I reckon for insertion of a starter crank handle? Your clue is cryptic.

I'm most likely overthinking this.....

But, I also noted the ignition magneto assembly is located in a similar position, to the right of the mystery plug.

I'm thinking, now, the mystery lever controls the advance and retard of the Engine magneto ignition timing via that mystery lever and the external cable attached on the right edge of the magneto assembly.

Yes? No? :dunno:

YES releases the compression... problem was the crank was on the primary with a two to one and if it misfires you might break a gear

Sooo the starting crank handle, when fully inserted into that "uncorked" hole, also has a hub that reduces compression on that one cylinder by interfering with a cam lobe follower's contact with its respective camshaft lobe?

edit: Looking at this system again, apparently the cable assembly disappearing into the top center of the engine, somehow interferes with, at least, 2 camshaft followers' activities?

It also appears that the external front mounted magneto assembly has an external cable attached to control the Engine ignition timing advance/retard function?

Now...... a search for the internal details of that cylinder compression reduction system must be discovered, too! ;)

I remember kicking over a BSA 441 Victor when my father brought it home on a trailer.
Still have the BSA 441.
