Epoxy marine paint
I do lots of brush painting, i have always wanted to brush a frame. I have never seen any paint go on like this oil base marine epoxy. I am convinced I could paint a frame with no brush stroke.

My Wife is a semi retired house painter. She can paint trim and make it look like glass. I don't see why it could not be done on a bike frame. I think the consistency and flow mixing of the paint is one of the most critical parts to help any brush strokes lay down.

For interior trim paint I think it down, not always exact but close, use a small low nap roller to get the paint on quickly and try to run a brush as fast as possible the least amount of times and walk away..the thin lines settle perfect(most the time;)..) I could not do it on a frame I think. I'd love to see it if you do it!!

Marine grade epoxy you mix yourself. You could control how it "self levels".
Marine epoxy enamel -- primer and topcoat -- can be purchased at boating supply stores. It largely avoids the drying issue, because it has two components which you mix together like epoxy glue. Most hardening occurs within a few hours through a chemical reaction.
Check out the CB750 sohc site. One guy brushed his tank with rustoleum with good results.
