I've been using it for years. It used to contain Oxalic acid, but I'm not sure if it still does. Oxalic acid was used for removing rust stains, but is getting a little hard to find. The cleanser has a mild abrasive so be careful how hard you rub when using it.

Still available up here in Michigan too.

I've had good results cleaning up chrome with vinegar and aluminum foil as well.

I have a can in the shop, but find it better on glass than chrome. I too use aluminum foil and vinegar on chrome.

No. But good for removing stubborn films. To remove scratches, you would have to grind it. Or fill the scratch in.
