flow restrictor in condenser can ('80 gl1100)

I dumped out the condenser catch can on my 'Wing, for the first time in who knows how long (it's new to me, I'm still going through it). The manual I have said that there's supposed to be a "flow restrictor" in there, but the only thing that came out other than a nasty sludge was something that looked like a decomposed filter off of a cigarette butt. AFAICT the flow restrictor isn't available separately, and the condenser cans don't appear to be available at all. So is the flow restrictor really necessary? If so, is there something I make one out of?

I have the breather connected to the air cleaner in the normal way but I replaced the catch can with a cheap fuel filter so that it self drains but the engine won't suck dust in through it (I also moved it to the left side because the wind between the bike & sidecar siphoned out the oil when it was on the right).
