Probably because the previous rider did not like the idea of Linked brakes. Not an uncommon thing, many members here over the years have unlinked their systems.

As WF says, fairly common. I would just make sure that everything is working as it should. While there is some difference in size between the two front calipers (if they are both original), it shouldn't make a significant difference. Your biggest issue may lie in finding out which parts are original, and which are not. Keep this in mind if you need to rebuild the calipers or master...

My Nakedized '83 interstate (AKA vincent) came with linked brakes stock.
I was new to that concept and initially uncomfortable with the thought of it.
I have put a couple thousand miles in him since then & I think it is OK.
I just had a thought tho----
since I have removed several thousand pounds off of him when I made him naked, the weight distributation has changed & there is certainly less weight on the front wheel.\
maybe I should "de-link" mine?

could it be possible that since new rear master cylinders for the 83' linked brake system are impossible to find, and if the owners was un-rebuildable, they went with another model with a banjo fitting on it and junked the linked brake set up? I am having a similar problem with mine. Any of the used ones you find on e-bay are junk and way too expensive for a good one. You can get a universal one and adapt it, but they all come with the banjo fitting. Still looking for an adapter from a banjo to the flare fitting on the linked system, Any Ideas? I can't be the first to suggest this.

My guess is they replaced the master with a 14mm master to improve the feel of the brakes.
