7v regulator

7v regulator
I was resetting my points today and after doing so I start the bike and it runs up into the hot range with no fan start, so I pull the connection off of the fan switch and test with my meter, reads open, so i drain the coolant, pull the switch and test it in boiling water, still open so im replacing it, but it got me thinking about the 7v reg. I've noticed the fuel gage reading a half tank when I know I've got less than a gal. So I test with my meter at the 7v reg at the plug with just the key on (not running) and read 11v, on the gauge side, since I don't have the new fan switch yet I don't want to start the bike, but that voltage shouldn't change if it was running right? I'm assuming its gone bad, any insight would be helpful
