Eh, patents get filed all the time. Most just sit in the patent office and gather dust. It's generally less of a "we're going to build this" and more of a "we don't want anyone ELSE to build this, unless we're getting paid for it".

Looks to me like a "slow news day".

Bennets Insurance is well known and respected in the UK, so I guess their reporting of this patent is accurate. The thinking behind what Ducati have in this isn't too far removed from the basic upturned headers on drag cars; using the exhaust to add downforce. In this case, they are looking for rotational force.
Ducati have some very innovative engineers. Their MotoGP bike already puts out more power than the rest (Hmm, that was last year, don't know about the current bikes) but the thing has been an animal to control, which even Rossi couldn't manage. They finally got it handling right in last season, but probably looking to be able to add some additional control if they manage to find more power.
But at this point I believe Lucien to be correct. It's to halt any others in their tracks.
