77 with bad engine

Man brought this to me to get running but it has been setting sense 04 and now the engine is locked up. I have tried to get it free but no go, I looked in the cylinder with a bore scope and there is a lot of rust. I am thinking of buying it as a parts bike but not sure what to offer. It is a 77 dressed bike not original paint. The only thing that it has going for it is a set of Lester wheels and a new AGM battery. Can you give some idea what I should offer foe it?
